Los Angeles is 500 square miles of low-rise city connected by freeways, and the standard visitor experience is 90 minutes a day in a rented car looking at the back of another rented car. That is not a criticism of the place. It is what happens when you book a hotel chosen for its price and then discover that the beach, the museums, the restaurant you read about and the hike are each 40 minutes apart in different directions.
There is a version of this city that does not involve any of that, and it depends entirely on one decision: staying inside one of the handful of pockets where LA is genuinely walkable, and treating everything outside it as a deliberate excursion rather than a daily commute.
Where the walkable pockets actually are
There are four worth booking. Santa Monica and Venice, along the beach, with the promenade, the pier, Main Street, Abbot Kinney and the ocean all connected on foot. West Hollywood, along Sunset and Santa Monica Boulevard, with the restaurants, bars and design shops in a tight grid. Beverly Hills, around the Golden Triangle, small and dense and expensive. And Downtown, which has more genuinely walkable blocks than its reputation suggests, along with the concert hall, the Broad and the historic core.
Everything else, and that includes most of Hollywood, Los Feliz, Silver Lake and Malibu, requires a car for daily life. They are worth visiting. They are not worth basing yourself in unless you are content to drive.

Santa Monica and the beach
The best base for a first visit: you get the ocean, the walking, and a genuine reason to be outside.
Shutters On The Beach sits directly on the sand at the southern end of Santa Monica beach, which almost nothing else in Los Angeles does, with a shingled New England exterior and a pool deck over the water. It is the most complete beach hotel in the city.

Malibu is excluded, and it holds the most desirable rooms in California. It is an hour from every other pocket on this list and it commits you to the Pacific Coast Highway twice a day.
What to do, and when to accept the car
Walk your pocket first. Then plan drives as half-day excursions rather than errands: the Getty Center in the morning, Griffith Observatory at dusk, Malibu on a weekday.
Do the museums properly. The Getty for the building and the view, the Broad for contemporary work with a booked ticket, LACMA for range, and the Academy Museum for film.
Hike. Runyon Canyon is the famous one and Griffith Park is better. Go early, and go before the marine layer burns off in June.
Eat where the city actually eats: Thai Town, Koreatown, the taquerias on the east side, and the strip malls generally, which hold most of the best food in Los Angeles.
Practical notes
LAX is 20 minutes from Santa Monica in light traffic and an hour at five in the evening. Burbank is a much easier airport if your route allows it.
The seasons are subtle. May and June bring the marine layer, which means grey mornings at the beach and sun inland. September and October are the warmest and clearest months and the best time to visit. Winter is mild with occasional rain.
Parking at these hotels runs 45 to 65 dollars a night. If you are staying in a pocket, rent a car for the days you need it rather than the whole trip.

Inside a pocket, yes, comfortably, using ride shares for excursions. Across the whole city, no. Rent for two days rather than seven.
Beach or city?
Santa Monica for a first visit, because you get the ocean and the walking. West Hollywood if the trip is about restaurants and nightlife.
Is Downtown safe to stay in?
The blocks around the concert hall, the historic core and the Arts District are fine and busy. Quality changes quickly here, so check the specific block rather than the district.
